A race is where the drivers are competing for position. An "open track" is more akin to a school, and often is a school. People are driving on the track "at speed" but are not competing for position and are not supposed to be taking nearly the level of risk that is accepted in a race. As such, cars in a race are generally required to have a much higher level of safety equipment than cars at a "track day".
