As far as spending that money on other things, perhaps that should be
done, but it's not an "either/or" situation.  If the baby sensors
aren't put into automobiles, you know damned well it's not as if that
money will suddenly be applied to some other life saver.

surely in this day and age it's not beyond the wit of man to find some way of extending the human incubation period by a few months so children are that much older when they're born?

Following birth they should be placed in hermetically sealed incubators and kept in hospital for the first few years of their lives, until they reach the age of criminal responsibility.

When they're allowed out of the incubator at the age of 10 they can be put on trial for toddling on the grass, and incarcerated until they're 18 or 21, depending on the jurisdiction.

That should keep them safe and resolve their parents of the responsibility for looking after them properly.
