with the problem at hand.  If the car seat problem isn't dealt with
that money won't automatically go into those other projects.

Rather than forcing car makers to put added and mostly unnecessary gadgets into vehicles, this should be dealt with by regulating infant car seats to include some sort of weight monitor and a (perhaps Bluetooth) alarm device that could be attached to the driver's keyring.
