I think not.

Right. I agree with you, John. As long as it is not the "lack of knowledge of the law is not an excuse of breaking it", this is valid argument. Meaning that education and/or P.R. campaign of some kind can be useful here. Darn, education is what is lacking in great many aspects of our lives anyway.
