Don't look at the math, look at the order of magnitudes of the numbers. This is a very tiny problem. I agree it's a tragedy, I wouldn't want to see this happen to a dog, but there needs to be some proportionality here. Plus you asked for the insight of an Economist, and I spent a good number of years studying to become one. I'm not kidding when I talk about my disdain for the profession.
