Thank you Toine, I'll see into the cropping. The black areas are
actually in part a mistake of the artist - the one on the left would
represent the Netherlands and is blacked out I believe only for
delineation. The one on the right is East Germany, the former GDR that
95% of the No Go areas would have been in. There were at the time (and
still are now) places under practical control of Neonazi gangs who
called these areas "nationally liberated zones". There have been since
then many many crackdowns to drive them back but there is also a
rather high degree of tolerance if not agreement among East Germans
who have very bad employment opportunities and infrastructure and find
it so easy to blame migrants. There is also the problem of funding
cuts especially with regard to education and leisure opportunitites
for youths; these are then attracted by neonazi groups who have all
that, camping, BBQs, concerts, youth centers etc. so it is really a
sign of government failure rather than social failure.
