I don't think the later version of the operating system would be causing the problem. It may be that your current machine is not powerful enough (not enough memory, not fast enough, generally just too damn weak) to run the OS and PS together satisfactorily. What are thinking of updating Vista / W7 to? There isn't anything in the Windows world to update to, and when something does come along it will almost certainly be more memory and CPU intensive that what you have now, so could make things worse. What spec machine are you running? For photographic purposes I would recommend Lightroom over Photoshop, but you need a fairly meaty machine to run it.
