Larry, when I need one or a whole folder of pef's or raw's to be visible, I use a freeware program called Instant Jpeg from raw.

http://www.rawworkflow.com/instant-jpeg-from-raw-utility/

I select which files I want to see a jpeg for and it extracts the jpeg out of each and puts them in a sub folder. Quick and easy. I have imported the jpegs into cs3 and processed them but, I normally don't work with jpegs anyway.
