Maybe you could try fashioning something like a lens cap leash with elastic at each end, just snug enough to hold the lens barrel in place, but loose enough to allow it to pass through when focusing? It obviously wouldn't "fix" the problem, but might at least ameliorate it.

Exactly the one thing I've always hated about the 18-250. And it
doesn't just slip down, it drops.No resistance whatsoever. I tried
putting some ultrathin glueless display protector foil around one
