Thanks much, Doug. When I right click "open with", I'm offered; Internet 
Explorer, Paint, Picture Viewer, Windows Media Center or Windows Photo Viewer.
I "browsed" and accessed PSE, clicked on it and found it then appeared in the 
"Other Programs" section of the above mentioned panel. I then clicked on it and 
noted the the box was checked and then clicked on "OK."
I went to my email, clicked on "Attach file" and then "browse."
Up came Windows Pictures.
