You can also try this. Open PSE, drop down the Edit menu and click on
"File association...". This will open the PSE File Association
Manager. Click in the box for each file type you want to use PSE
automatically - or alternatively, click on the "Select All" box - then
close the File Association Manager with "OK".

Something has changed the file association for handling attached image
files. I've had Windows Updates do that a couple of times. Other
programs want to modify my system without bothering to ask me what I
prefer as well.
Whenever my Anti-Virus program has a major update it tries to add a
Yahoo toolbar to my browser and I have to manually remove it. Every
time Quicktime updates it tries to hijack all of my image file
associations.
Go to Windows Help and search for "file associations". There should be
an article for "Change the program that opens a type of file" that
will tell you how to change it back to PSE.
