If you don't mind a week's delay, and an emphasis on the UK scene, "Amateur Photographer" is the one magazine I have kept coming back to. I have it delivered here by post, and it normally arrives about a week after the issue date. www.amateurphotographer.co.uk is their web site.
I also used to regularly read the "British Journal of Photography", which is more oriented to professionals. http://www.bjp-online.com/ this site has a few design issues at the moment!
