Yes, there are crooked auto repair places out there, but it's a really rough industry to be in.
My best friend from my childhood is living in the same town as I do and for as long as I've been a professional programmer, he's been a professional car mechanic. We call it "golden hands" in Russian. He has a pair of these. I surely wouldn't want to start repeating the (mostly horror) stories he told me about all kinds of things that happened throughout his career.
