I've used InDesign couple of times for a creating a wedding photo album 
and a magazine for my in-laws.
It was rather convenient tool in both cases. - It offer plenty
of options, and is a rather scalable solution for large projects.
Some publishing websites even offer InDesign presets, e.g.

If I didn't have access to ID, I'd probably chose PowerPoint,
but it is sometimes flaky in the resulting PDF (at least 
in Office 2000 + Acrobat 7 combination) and it is hard to rescale
the entire page once you created it.

I've never used "Impress" from OpenOffice, but if you don't own ID
or Powerpoint, and want to stay low-budget, - that might be a path 
to explore.
