Christine - The improvement in the noise reduction function between CS4 and CS5 is huge. So much so, that many people will find additional noise reduction software unnecessary. The upgrade looks like the least expensive and most cost effective first step on your list.
In addition there are several other improvements in CS5 that would make the upgrade worth while. That upgrade will also have the side effect of making the results from your other two choices better. I'd do the upgrade first. It's easily the biggest bang for your buck.
