Exactly. Synchronize in the context of a Lightroom catalog says "look
at this folder and check that what is in the catalog matches what is
there, give the user the option to make them the same". It can
synchronize deletions, metadata changes, etc.

Lightroom has no tools that work with two catalogs simultaneously. All
Lightroom operations are in the context of a single, current catalog.
