When a messenger drops the last call in his bag, he's clear. If the dispatcher doesn't have any new calls for him, he tells the messenger to "stand by". The messenger will then repeat into his radio, "Ten four, clear, standing by."
Then he (or she) generally grabs a coffee (usually small, in case work comes in right away) and a smoke.
