Could be an access point for repair / manufacture or maybe a blanking
plate that would be used for mid-level spreaders.

Like I wrote earlier, any holes you don't like the look of, just ignore ;)

Of course the inverse is also true - you need a hole somewhere there
isn't one, time for the drill :)))
