Far more common than eg. silver. It's mining the stuff that is difficult. If breeder reactors had no technical issues at all, you wouldn't have to blame the government. The Fast Flux Test Facility in USA was an experimental breeder of sorts, wasn't it? IIRC it used liquid sodium for cooling the core, but transferred the energy to steam before putting it through the turbines. Nobody knows if that design is quake-proof. It's probably not.
