Upon the imposition of the 10 image limit, it was implied the reason was
to allow some time to clean up the backlog of images pending review.
From the current sloth like pattern of movement, it appears the system has
been overtaken again.
Maybe this current "mess" was contrived to temporally halt image
submissions without having to divulge their internal control problems. <not>
