It does, but I don't live in Montreal.  I live in Toronto.  It rains here, too.

However, rain is just wet - I don't mind that at all.  It's ~cold~ and
wet that I abhor.  So fenders go on in the winter (for the salty slush
that's a permanent feature of grey Toronto winters).  They go on for
the first cold (sub 10C) rain in October or November and come off
around mid-March to early April, once I figure that, even if it rains,
it's mild enough that I don't mind so much getting wet.

They're meant for road racers for training rides in the rain - strap
on, then immediately off again for the next dry day.  They rattle.
