One way is for it to have been an IP Address black list. Some ISPs host multiple virtual servers on a single physical server. If one of them is "bad" the IP address for that server can get black listed. Then all of the virtual servers on that physical server are effectively black listed because they share the same IP address. I seriously doubt that the PDML domain name has been black listed, though it is possible.
