Ok, so I had a go at seeing what I could do at restoring the image using the tools Bruce linked to.

I apologize that the only place I have to display the image is on Flickr, and I won't leave it up there more than a couple of days.

There's still a lot of texture left in the image, but it does seem to have pulled out a lot of detail that I couldn't see before.

But I thought it might be interesting to see what can be done by someone completely unfamiliar with these tools.

I had some minor problems understanding the ImageMagick site. Not their fault, I'm just not that good with math, and especially when all I have is just a description of what the math is supposed to be. 8-D

Still, I downloaded and installed one of the FFT filter plugins for Photoshop and gave it a go.

I played with it for a couple of hours. Time well spent, since I learned something that might make a buck or two. If anyone is really interested in the gory details, just say so & I'll either post them or send them to you off list whichever you want.

Be warned that installing ImageMagick is not for the faint of heart, and
this is largely command-line stuff (ie you have to be comfortable with
issuing DOS-like commands in Terminal.app).

There are a couple of FFT plugins for Photoshop (and Elements), but
unfortunately *only* for Windows. And they are a moving target; the
places where they are hosted keep disappearing. See this article:
