I heard it expressed many times in the military as "It's easier to
obtain forgiveness than it is to get permission."
One of my favorites along those lines was "Demo" Dick Marcinko's
"UNODIR". If he wanted to do something of which higher-higher might not
approve, he'd send up a message "Unless otherwise directed (UNODIR),
we're going to X to do Y". Of course, he sent it just as his team went
off the communication grid, so no "otherwise direction" was going to get
through.
