A government body isn't going to pay at the same level that a major marketer of 
goods might. I think the maximum you could expect would be in the area of what 
they might have to pay for good stock: about $150.00 U.S. per image. I would 
offer a group price of $1000 for ten images if you have that many to offer. 
Terms of use would be full publication rights, multiple use, you retain 
copyright. Generally, you can't expect a photo credit in advertising use.
