They are permanent (Ozymandias notwithstanding). Having lots of them is not
a problem for Lightroom, although it could become a problem for you.

You can also have smart collections, which are collections based on criteria
that you specify, for example all 4-star photos with 'bollocks' in the
metadata. These will change as you amend the metadata, add more photos that
fit the criteria, etc.
