When I say somebody has a "good eye" I generally mean that they have
seen and captured something that others might have missed.

It's a simple park bench, but the way he has composed it with the red
wall in the background he's created a representation of a waving
American flag (Red, White, & Blue).
Most people would have simple seen a park bench. That's what I
consider an excellent eye.

I think "a good eye" is usually a compliment of your skills at
composing the shot (composition) rather than necessarily the subject
matter itself.
Others may have differing definitions.
