It's a simple park bench, but the way he has composed it with the red
wall in the background he's created a representation of a waving
American flag (Red, White,& Blue).
Most people would have simple seen a park bench. That's what I
consider an excellent eye.
I think "a good eye" is usually a compliment of your skills at
composing the shot (composition) rather than necessarily the subject
matter itself.
Others may have differing definitions.

That's exactly the kind of shot I never see, to my eternal lament. But,
yes -- that's a damn fine example of a "good eye" at work.
