Well I'm trying to find a good quality yet inexpensive Matte finish
inkjet Photo paper in the 200-240 gsm range.
I'm using an HP printer and HP has discontinued all of it's advanced and
premium Matte finish inkjet photo papers. I also though of using either
Ilford, or Inkpress matte finish papers, but alas they also seem to have
discontinued those papers. Well at least in the size I need which is
5"x7". Any suggestions? I'd like to keep the price per sheet
reasonable since once again this is for a client, and none of my clients
these days are made of money.

Don't lose heart! They might want to cut it out, and they'll want to avoid a
lengthily search.
