So the cops illegally give Mike a hard time, and Mike has to make amends? Why would he want to make friends with them? This is like advising Rodney King to go round and say 'Gee officers, sorry about those marks I made on your nightsticks'. Cops give people a hard time because they're naturally authoritarian (otherwise they wouldn't be cops). If you suck up to them it just makes it worse.
