I hate to rain on the parade, but I don't see anything wrong.

Would it be better to store the additional supplies outside the
restroom, so somebody who was restocking the toilet roll holder
had to go outside to a cupboard somewhere (almost certainly
without washing his/her hands first)?

It moght not be pretty (a cover on the rack wouldn't hurt), but
I'd rather eat in that restaurant than in a restaurant which
stored spare toliet rolls in the same cupboard as the napkins.
