Maybe they want people to be able to dry-fire the camera in the shop without
getting confused? Just a wild guess.
I'd suggest the camera should at least beep when you take a photo without a
card.
Not that I'd suffer from this because I leave the card in the camera and
download using the USB cable.

The K-20D displays a "No card in the camera" message when you turn it on
(if there's no card in the camera).
