I don't have either of the two programs, so I cannot test what I 
am suggesting below.

I suspect that ACDSEE might be 
1) looking at JPEG previews as opposed to the raw files or
2) might not be understanding some option from the PEF files.

Also, note that if you are changing the files in Elements, that change
is most likely written in the sidecar file. ACDSEE might not be able to read
those.

As an alternative, - if all you need is to preview the PEF files, - I'd
suggest Faststone Image Viewer - it's free and very nice for simple
things like that (as well as batch file renaming):
