The mistake you're making, Frank, is to assume a conspiracy theory. The truth of it is more prosaic - it's a cock-up. The Secret Government of the World is flying mind-altering chemicals all around the world, constantly, to keep them from falling into the hands of pinkos, terrorists and alternative types.
