and I'm not really bitter, but I do wonder why people ride those things when they obviously haven't a clue about being on the road.
I don't know about there, but around here it's mostly people who lost their drivers license for drunk driving.
For some reason, scooters are not considered a motor vehicle, so you don't have to have a license, insurance or tags. But they do fall under the mandatory helmet law.
If you get caught riding the scooter drunk - and it seems to happen a lot - the cops can confiscate the scooter, but nothing prevents you from buying another one.
