He used a Leica M4 so his top speed was 1/1000. With Tri-X rated at 400 he'd be shooting at f/11 on a sunny day, or maybe at f/5.6 if he was shooting into the sun. On an overcast day he could have shot at about 1/500 at f/5.6 if he wanted to get a decent amount of depth of field, and it probably wouldn't have made much difference to his pictures since he'd have been unlikely to use a lens longer than 90mm, which is easily hand-holdable faster than 1/60.
