in professional photography the thing that matters is the end result, not how you got it. Personally I don't really care if the news photo I'm looking at is a frame grab from a video or an HCB decisive moment from the point of view of the picture itself, as long as it's honest. In photography, as in many other things, there is a great deal of pleasure to be had from exercising a skill for its own sake. I would far rather take a great shot by means of an HCB decisive moment than by grabbing a video frame, but that is simply a matter of personal preference. Timing is, however, only one aspect of photography. Knowing which direction to point the camera is another, as is knowing how to compose within the frame, although even that can be changed somewhat after the event, so video grabs aren't going to be the ruin of stills photography unless somehow they make it impossible to shoot a single frame at a time.
