Not when dealing with the "anti-doping agency" - which is BTW, a private corporation that gets its funding from U.S. taxpayers.
It's like they used to say of the IRS - if they said you owed back taxes, they just took it out of your bank account. You had to sue the IRS to get it back; sue them in an IRS court with an IRS judge presiding.
