Larry, it's a cell phone camera. People use them for facebook pictures.

people use DSLRs for Facebook pictures too, but just as points-n-shoots have a subset of more serious (or at least more fiddly) users, same with smartphone cameras

are you trolling? there's huge interest in manual camera control on smartphones

i can't help specifically, Larry, but i know several apps on iPhone have focus- and exposure-lock capabilities (iPhones have fixed apertures, so exposure is just shutter speed and ISO); that's as close as i think the APIs let you can get to manual focus on iPhone, and i have reason to believe Android's APIs are similar

after brief research it looks like the default camera app on S3 will lock focus and exposure (both at once, unfortunately) if you press and hold the shutter button, then reframe; with cyanogenmod you may be able to get true manual focus
