Larry, you could go my route. Take a relatively weak CPU, 1-2 GB of RAM, minimal motherboard with everything on board, hardware RAID (here I think the good card is important) and a big box where you can stuff many HDDs. Set up a Linux and put inside HDDs according to your taste and preference.

Externally you could either go buy 1GB ethernet card (like I did) or use some other interface such as eSATA.

I think it may suit your needs well.
