Larry, you could go my route. Take a relatively weak CPU, 1-2 GB of RAM,
minimal motherboard with everything on board, hardware RAID (here I
think the good card is important) and a big box where you can stuff many
HDDs. Set up a Linux and put inside HDDs according to your taste and
preference.
Externally you could either go buy 1GB ethernet card (like I did) or use
some other interface such as eSATA.
I think it may suit your needs well.

In practical use, I could probably get by with just using a smaller
external drive for my current work, and only fire up the bigger box
when I want to access stuff that has been archived (how cheap are SSD
boot/system disks these days?).
There are a variety of interesting suggestions: drobo, $300 for last
generation, $800 for current, plus drives FreeNAS Greyhole
