My father used to do work for a Canadian Government sponsored group called CESO, which stood for Canadian Executive Service Organization. The group's mandate, in a nutshell, was to give practical advise and business experience to the various Indian bands in Canada, and I believe they expanded their mandate to anyone who would have them.
Anyway, my father was being taken for a tour of one of the Indian band facilities that he was working with, and there, sitting in a large Quonset building was a Lear. They had no runway, no pilot who could fly the thing, Lord knows how they got it to it's new home, but there it was. A previous band chief had decided that they needed a private jet, and so they acquired one, at, I am sure, very great expense.
