It is and it isn't at the same time, I think the conversation has been
twisted and people are over-reacting somewhat, read the dialog below
clipped from the comments section of the artical that your linked to,
these two have it worked out IMO:

"I think the photographers are over reacting. The photos are still
being exhibited in their respective galleries they just aren't being
shown in the outdoor exhibit. Hardly censorship in my opinion."

It happens in the preconscious, and they do it do shield themselves
from the anxiety of dropping a cherished opinion. ( ironic again, I
know. )
