Valery,

Scan the image into a big file...maybe 2,000 or 3,000 pixels wide or tall.
Fiddle with the image -- colors, brightness, dust spots, cropping, etc.
Resize the image to the PUG max -- 600 pixels tall or 800(?) pixels wide.
Sharpen, unsharpen, or whatever just a wee bit.
Save it all as a jpeg that is under 75K 
(you may need too adjust the jpeg quality downward to make it fit).
Send it to the PUG...
