Ralf - I think that may happen when a G+ user puts a person that isn't a G+ user in a circle. The non-G+ users would get notified by email. I put a few people in circles early on. Once I figured out how it actually worked I took them out of any G+ circles. I think that notification may even be an option that can be turned off. I haven't looked at the options for a while.
