And one reason for doing that is to control the visibility of their own posts. For example, if I added you, I would add you to my "Photography" circle so that you can see photos I post, but I wouldn't add you to my "Local" circle, where I post things of interest to people in my area. (BTW, it looks like you did, in fact, post to Google+ a couple of times a year ago.
