Of course, everyone in the series was above reproach, so no "secrecy" was
ever needed. But, should they required it for diplomatic reasons, they can
pull the small peak of the shield symbol out and attach it to their front
tooth (any one) which activates a "shield mounted" noise cancellation device
that masks any sound that passes their lips, but still transmits the sound
to the Enterprise. Returning speach vibrates the shield tip on their tooth,
allowing them to "hear" the response.

It was decided that because no one ever has to wear a helmet or goggles in
the future, no matter what world one lands on, there would be no place to
project an image. Instead they developed a transmission ID protocal that
checks the identity of the speaker at either end using a top level of voice
recognition, and several sub layers using a body's vital signs, followed, if
requested, by a 12 second DNA match utilizing cells drawn from the inner
lung lining behind the shield (avoids a villian tearing off your chest skin
and taping it behind the shield in an effort to deceive.

That answers the secondary reasons. The primary one was that James T. would
not allow anything to come between him and the camera!
