I'm not a Windows user, but that page seems to give the basic info required. A volume label is a higher level file system construct than a drive letter and persists even if the drive letter changes. Once you set volume labels for your system, start LR. It will pick them up and display them in the Folders panel. Once a volume label is in use, LR uses that instead of a drive letter because file system calls to a volume label are translated by the OS to the underlying current hardware letter identifier.
