It's better not to use IS set for 100mm when you're shooting at 35mm,
but if you are shooting at 100mm and the IS is set at 35mm you're not
going to get all the needed correction, but you'll end up with a bit
less error than you'd have with no IS at all.

Basically, if the IS set for anything greater than half the actual
focal length of the lens being used there will be less error with the
IS enabled than there would be with it turned off.
