Well, being able to top off any battery before use is a definite
plus.  You are right about all you said about NiCd batteries and
using a smart charger.  But, smart chargers are not cheap and
they don't let you top off the charge on the batteries.  They
measure the battery voltage and, if it is not low enough for
recharging, they first discharge the
battery to the point where they can give it a full recharge.
This does prevent NiCd "memory" effects but lots of folks don't
want to pay the premium price for the smart charger.  I have a
Maha charger that does this but it costs about $80.00 US, the
last time I looked.
