Realized I had a perfect test case right here:

- merge without moving, LR just updates the database with the information for 
the off-line files.

- merge with a move: LR updates the DB and tries to move the files, then posts 
a notice that the off-line files could not be moved. The off line locations are 
added to the folder panel. 

Test done with LR 5.6.
